How to read the recycling fee price list?

The recycling fees 2023 of the packaging material producer organisations have been announced. This is how to read the new 2023 recycling fee price list.

What are recycling fees?

The price list can be found here. Recycling fees are material-specific fees set by producer organisations to cover the costs of managing producer responsibilities, such as packaging collection and recycling.

The recycling fees are based on the material-specific price list and the company’s packaging volumes for the previous year.

How does the the Producer Organisation merger impact recycling fees?

In the 2023 price list you can find both the plastic recycling fee defined by Finnish Plastics Recycling Ltd (SUM) and the recycling fees for all five packaging materials defined by Finnish Packaging Producers Ltd (FPP).

FPP announces the recycling fees for all packaging materials, because the authority has approved FPP in the producer register 29.9.2022 and the company has started operating as a multi-material producer organisation. Finnish Plastics Recycling Ltd has also applied for producer organisation status. Once the authority grants Finnish Plastics Recycling Ltd the status, it will publish its recycling fees for all packaging materials.

The background for this change is the revised Waste Act from July 2021 according to which the producer organisation for packaging must cover all packaging materials. Previously plastic, metal, fibre, glass and wood each had their own producer organisation.

How to read the new 2023 recycling fee price list?

The price list includes both the recycling fee for plastic packaging determined by Finnish Plastics Recycling and the recycling fees for all packaging materials determined by Finnish Packaging Producers. For comparison, the table also includes the recycling fees for 2022. The prices for 2022 are the material-specific producer organisations’ recycling fees.

  • Customers that did not terminate their contract by 30.6.2022: the 2023 recycling fee for plastic packaging is the price announced by Finnish Plastics Recycling and for the other four packaging materials (wood, paper fibre, glass and metal) it is the price announced by Finnish Packaging Producers.
  • Customers that terminated their contract by 30.6.2022: the current contract ends 31.12.2022. The prices for 2023 are determined according to the price list of the producer organisation with which the company signs a new contract.
  • Customers that signed a Finnish Packaging Producers customer contract after 29.9.2022: the 2023 recycling fees are FPP:s prices.
